add 157.59g Tris-HCL to 900ml water, Bring pH to 6.8 with 1M NaOH using a pH meter, then bring to 1L with water.
A better and cleaner way is to add 121.1g Tris base to ~950ml water, bring pH to 6.8 with 1M HCL. Note that Tris pKa is 8.1 at 25C so it is a poor buffer at 6.8.
