Humans are not capable of self government. The only system that works well is no system, but people will only tolerate freedom for about 150 years before they demand a central government. It does not matter what system they adopt because all systems eventually degenerate to a dictatorship. It becomes physically impossible to support the regime, and then it collapses. After a dark age the people rebuild, making all the same stupid mistakes all over again. You might think they would eventually learn something and do something else, but they never do.
