Would we still have majority rule if we didn't have individual rights/ minority rights?

Depends on the sort of rights denied. If they can't vote then the majority is a facade. Facades are important to keep the external observer and minorities under some delusion of fairness. And even a homogeneous group can dissent on different topics. But to get true fairness (to an extent) in the voting system, each individual must be free from persecution for self expression.
