Would it be possible to have an average speed greater than zero and an average velocity equal to?

Speed is rate of movement while velocity is rate of movement in a given direction. If you do not know the direction of movement you have speed, but no velocity. If the object is moving in a circle (as given example) you could have constant speed, but no contant velocity.
