Every country runs a slightly different system with slightly different attitudes toward the students. In the USA the only concern is to keep the students orderly and avoid publicly embarrassing the principal. Nobody cares if the little lumps learn any traditional skills, such as reading, writing, and arithmetic. What they call "Physical Education" is just supervised play. Almost all high school students could graduate several months early, but nobody tells them that until after they have completed the entire program. And then they discover that they have not been taught anything about getting along in real life. They don't know how to look for a job, open a bank account, talk to a cop, buy a house, apply for a loan, or any other detail of a normal life.
