Would a 12 year old girl be able to get some form of fat removal surgery?

Doctors are not going to surgically remove fat unless they have a legally defensible reason. It is easier and safer to control the diet and get regular exercise. For instance, dancing several hours each day will give a girl a wonderful figure.

"Mental stability" does not mean much, and whatever you mean it is a separate question.
