The working principle of fluorescent tube is if we apply electric field to the tube, gaseous molecules/ electrons in the tube gets energy and goes to higher energy state.
After that it returns to ground state, by losing it's energy in the form of light.
If you remove the tube from the fitting , circuit will not be closed. So there is no current flow. I think it cannot leads to fire hazards.

Thank you for your answer. Some suppliers of lighting fittings are suggesting that fittings will use a small amount of electricity when the tube is removed. I have seen a fitting where the starter melted after two weeks when the tube was removed.
