Okay so I've been running a dual monitor setup for a couple of weeks and until recently its been working fine. Last night I turned off both monitors and went to bed as I do every night and when I woke up this morning I turned them on to find my second monitor was receiving no signal before going to sleep.

By switching the cables around (both DVI adapters) I have been able to find that both monitors are working fine and both DVI ports are working as well. Also when shutting down and turning my computer back on, both monitors show the POST message just find but as soon as windows starts up, the second monitor shows "No Signal" and then goes to sleep again.

Going into Device Manager, Display Settings, etc. any menus relating to display flicker regularly as the second monitor is detected, then undetected, then detected, then undetected over and over. I have been able to pull up device properties for both displays (Wacom Cintiq 22 HD-primary, HP 2009 Series Wide Monitor-secondary) and they read as 'Functioning Properly'.

Also worth noting is when moving the cursor on my primary monitor it hangs and lags every so often so I'm suspecting something with my drivers is wrong but my drivers all read as up to date. Rolling the drivers back didn't work and neither did re-updating the drivers. Checking into Performance in the Task Manager shows CPU running at around 34% when it usually hovers around 10%.

Really scratching my head as to what could be causing this problem, any help will be very appreciated.
