The graphics card is not dependent on the CPU, but rather the motherboard. If you have a P4 that's clocked at 3Ghz, I'd be willing to bet that the motherboard does have PCI-E slots, in which case, yes, it can run a GT 610. I would, however, try and get a R7 260x used off of ebay, as it's much better and shouldn't cost much more, if at all.(Assuming you do not have the GT 610, yet)
