Will water freeze at 37 degrees if windchill is 29?

No. If your wanting to know why. Because water freezes at 32 degrees far. At atmospheric presure or some times under. If the water is super chilled or super cooled. But that is a whole different subject in itself... Wind chill plays no facter in the freezing point of water. Now preasure or lack of presure(vacuum)would play a major facter at what temp water freezes at and also will change the boiling point or temp of water
