Yes, because the phases of the moon are determined by the sun's light on the surface of the moon NOT by the person observing the moon from the Earth. So if the moon is full it (the moon) may be observable as full from Australia but not from the UK this is because the observer is located differently to the moon when it is undergoing that phase.
