My wife passed away and in her divorce decree her ex-husband had to sign over the property to her. The only problem is she never got the deed changed. Who does the property belong to?

She is now passed who does the property belong to I live in New York State. The deed is in his name and the divorce decree specifies that he has to sign it over to her but she never got the deed changed. Whats up?
