Why will a Wireless Tablet (WT), not connect wirelessly to a Hootoo model HT-IP210F, IP/Wireless?

... Camera (IPCam)?

Steps performed:
1) Wired a direct connection to the IPCam via cable to setup and then set it up;
2) After setup, disconnected the cable connection from the IPCam.

Problem:
The WT does not connect wirelessly to the IPCam.
However, Re-connecting the cable to the IPCam the WT does connect...

Note: Network connections used for this process:
Actiontec MI424WR rev. F router, connected via cable to Linksys 4 port switch,
then cable connected to the IPCam (for setup)
