Only small land, sea, and flying animals survived. Where were the small dinosaurs?

I haven't heard of any comet striking anything anywhere. What are you talking about?
com·et
noun
a celestial object consisting of a nucleus of ice and dust and, when near the sun, a “tail” of gas and dust particles pointing away from the sun.

A comet does not strike anything. Meteorites strike the Earth, asteroids might strike other bodies in space.
I guess you mean the Chixcalub Crater. There is no evidence that it was made by an impact. It more likely was made by a lightning strike. Scientists don't like to talk about electrical effects.
Whatever it really was, you are talking about a murder mystery, it was a long time ago, all the witnesses are dead, and all the evidence has been left out in the weather.
