Why schools use 100 based grading system if any number between 0 and 80 means 'failed'?

first of all 0-80 is not all fail. To fail is to have a grade between 0 and 50. They use this system because the system is they have the fail and pass, but also they have the thing where you have some skills to work on, so you know what you need to improve.
