Why learning objectives are important for class room assessment?

People go to a class to learn something. The list of things they are to learn is called the course objective. The lesson plan is simply an expanded version of the course objective, and the assessment is to determine whether the objectives have been taught.

It is a very common mistake to assume that the test measures whether the students have learned. Teachers do not bother to correct anybody on that point because poor performance justifies increasing the school's budget. This is exactly opposite to normal free market principles, and is only possible when the schools are run by the government and attendance is mandatory.
