Why is the Okefenokee Swamp important in Georgia's development?

I am surprised you would ask such a question. A swamp is made of water: you can't live there. You have a hole in the state right were you would like to put some businesses to serve travelers to and from Florida. The drainage makes a river 250 miles long so you have to build bridges to cross it. And you can't drain the swamp because then you would have a dead hole instead of a watery hole.
