It seems like a very specific age. Is there an economic or social policy reason behind this? Or even a historical one?

The legislature made the law the minimum age of employment outside school hours is 14 for casual and part-time employees it's their policy if you are 14 and not 14 9months a parent or guardian provides written consent. To work you must be able to demonstrate during the interview that you have the ability to handle a difficult situation and the skill to fulfil the required positions also need a work permit, a student can work 12 hours per week.
