Long story short my internet isn't the best. I normally run at 25mbps download 2upload and my latency is generally 60-80. It's the best possible I can get where I live. The other day my internet went out, they came and fixed it today. After seeing everything was working they left. I tried to log into a game to enjoy a day off but I couldn't play because the lag was terrible. I ran a test on my console my download and upload speeds are normal but my latency has jumped up to over 1,000. I have called and spent all day with my isp, Xbox live support, and googling what the issue could be. I have a tech scheduled to come back tomorrow but with my internet working and speeds normal unless I hit the lottery and get a tech that has serious knowledge I don't think it will help much. Maybe there is still on issue with the line other than the one they fixed? The tech from today said water had gotten in the lines, maybe this issue will fix itself after it dries out? I tried changing ports and static IP address and basically wasted the whole day. So final hope someone here may know something I can try. Sorry for the essay but I figured it was better to give all the details

Have you run a ping and tracert to determine the specific bottleneck in latency?
If it's not your pc, then this is entirely the isp's responsibility. Water in the lines? That sounds like standard catchall arse coverage. The S stands for Service, and as with all things it is named ironically; unless you demand to be served, all you'll get is defects & excuses. Make it crystal clear that subpar performance won't be tolerated, and if there's a problem, they should send someone who knows what they're doing to fix it. That's what you paid them for, not to be a makeshift engineer.
Just to clarify - Is the xbox the only device which has shown high latency (when using the home network)? Is it connected to the router via wifi or directly? How about the laptop?
Have you tried resetting the xbox's connection settings? Have you tested on any other devices?
And what's this 'test' you've been referring to? Can you run that on the laptop as well?
I spent a few hours yesterday with Xbox live support. I thought it may be my Xbox but after connecting it to the hot spot on my phone it works perfectly. It’s hard wired into my router. Iv tried all I know to do the tech that came today even swapped my router out still having the same issue as I ally anything that’s being streamed live such as twitch and playing online games will not work due to packet loss and the over 1,700 latency
What did live support actually do and recommend doing further, though?
A cellular network isn't exactly comparable to wifi.
Swapping the router is a good indicator, but it's limited to hardware malfunctions; issue might potentially reside with interdevice communication.
Optimally, if a friend of yours owns an (identical) xbox, you'd want to check if their device works on your network, and conversely whether your xbox works on their network. That should hopefully pinpoint which one's at fault.

Xbox live support tried changing the dns and a strain IP address and changing which (ports?) I believe? That I was using but none of that fixed anything. I took my Xbox to my neighbors house across the street and it works perfectly. We have separate lines but the same isp and our lines go to the same box down the road so there has to be some issue from the box to my house but att support has ran multiple tests and iv had 2 techs out already all saying their tests show everything is fine. Which I am receiving connection and speed but What their tests doesn’t show is the packet loss and latency that’s causing my issue. Basically normal web browsing and things that don’t require *live feed* or whatever you want to call it works because it doesn’t matter how many packets drop or latency because it’s pulling the data from a server and can keep requesting it over and over until it gets through. But with anything live such as online gaming, watching twitch, or streaming a live broadcast it can’t keep requesting the same info because it’s already past that point which cause *lag* basically a freezing point then everything that happened in the time it froze flies past very fast and then freezes again. Idk if I’m explaining it very well but that’s about the best way I know to explain it. Everything I know of packet loss and latency is its caused by issues in the line or servers being down and it has to find an alternate route to send the info they measure it in milliseconds so while normal browsing or streaming from a server like Netflix won’t be affected much anything live there is a second or 2 delay and that’s where my issue is. All I can think of there is some faulty line or connection between my house and the box that all my and my neighbors lines go to but they wont check it because all their tests show is speed and connection
Alright. I get what you're saying. What's odd is that the packet loss or delay didn't show up on ping / tracert you ran, which are supposed to inform of each packet's status afaik. Plus I would expect high packet loss rate would translate in some extent to speed - the machine has to await feedback to ensure each packet was received. Have you tried to run one of the online packet loss tests on your pc?
Servers seem an unlikely cause, both due to the duration (woulda been redirected to any number of servers in the vicinity by now) and the neighbour's test showing no issues whatsoever.
Are you on optic fibre, is it available in your area? Otherwise, how long has it been since the phone lines to your house were laid down? Any reason to believe they might have been impaired, like a flood or storm?
i can a tracert through cmd and it shows it normal but on my xbox its so terrible its unplayable as well as games through steam. after trying the tracert and it showed normal i ran a test and its showing latency over 1,700 i also used my phones hotspot to make sure it wasnt an issue with xbox the latency on my hotspot is only 80 so it has to be an issue in the lines somewhere. iv also tried all the ports on my modem to make sure it wasnt a port as well as multible eithernet cables
