He is a rescue and doesn't seem to get housebreaking at all. He poops and pees inside and in his crate. He seems like he was abused somehow and deserves a chance, but I am at my wits end. I don't want to have to give him up, but I can't have this much poop in the house. What do I do?

Encouragement. When your dog goes outside, get OVER excited and give him lots and lots of love not necessarily treats. Dogs ultimately want your love and attention.
*Don't ever let the dog see you clean it up.
*When the dog goes in his crate or your house, you have to scold him then and put him where you want him to go (outside).
*Don't let the dog train you.
*Make sure you pay attention to his body language too.
*Treat them just as you would a child.
*Pick up their food and water at night at a certain time and *make sure you stay consistent with your rules*. Once you relax with your rules, the dog does what it wants. I am an owner of 11 chihuahua/rat terrier dogs. It is a trying time to house train them.
