Tell me why is it that the LEANING TOWER OF PISA is called "leaning" if its not on the process of leaning at all? It should be called "LEANED TOWER OF PISA"?

The Italian for this structure is "Torre pendente di Pisa" literally meaning "LeanING Tower of Pisa."
When it was first built the ground on which is was built was too soft to hold the structure, and soon the tower was literally leaning, it was in fact in the process of toppling over, so yes it was leaning. It continued to lean (again in the process of leaning and toppling over) until the structure itself was stabilized in the 20th and 21st centuries, partially modifying the tilt.
However it is technically still leaning and it will need to be stabilized probably every 20 years or so is my guess. They were just fixing it again not too many years ago. Even though the structure is being stabilized, it is still technically leaning every second a few millimeters or so.
