Why doesnt sparkling water sparkle?

That's because the word 'sparkling' means two different things:

sparkling

1.
shining brightly with flashes of light.
"her sparkling blue eyes"
2.
(of a drink) effervescent; fizzy.
"sparkling wine"

So.. sparkling water does sparkle (see 2. point).
