Why does reaction time not improve beyond a certain limit?

Nerve impulses travel at only one speed. I think it's about 210 feet per second, but I don't know how that was determined.

I recall a demo machine where you could see how long it took a driver to hit the brake pedal. No matter what we tried, nobody could do better than 6/10 second from red light to brake light.
