They don't. However in your particular case it depends on how you connect to the internet. Some systems, such as beamed line of sight, may be vunerable to certain weather conditions. For most systems the weather is not a factor except during thunder storms when there may be high electrical potentials in the atmosphere and even then that won't affect cable or satellite internet.

If you have a cable connection, it might be a bad cable that gets flooded. If the signal goes by microwave, heavy weather might block it. Report the outage to your isp and let them take care of it.
