Substances in the gummy bear that give it solidity are glucose, starch and gelatin. All of these substances can absorb water. However, while water can be absorbed, the starch and gelatin are prevented from dissolving in water. The water molecules flow into the gummy bear, causing it to swell.
But in salt water a gummy bear should remain of its original size in salt water.
There must have been some mistake in your experiment.
