Mainly because writing in block letters makes your handwriting look like that of a childs. If you want your handwriting to look retarded then carry on... I can tell you for a fact, as an ex-recruitment agent, that any CV that was written only in block letters without even a hint of cursive was automatically dropped in the bin. It may as well have been written in crayon.
