Why did the Government resort to interning the Japanese? What is the irony if the situation?

The sole function of a government is to prevent any other group from taking control. The duty of a citizen is to control his government. That is why all governments eventually treat their citizens as enemies of the state. The war only made the problem seem more urgent than it really was.
