Why can't small items be recycled?

Paper can be recycled because we use so much of it and it doesn't take much work. Copper can be recycled because it is valuable. Small electronic items are mostly plastic with no value, and very little copper. Every bearing in a truck uses a little bit of silver, but it's not worth enough to get the bearings out and smelt them again, so we are slowly sending all the silver to the dump.
