They can and they do, there are many examples of frogs living high up in trees in the Amazon rain forest. They make use of mini "ponds" formed in holes in trees, in certain species of flower heads, etc..
The other person is wrong! Frogs are made out of 90% Da* (dandonite) and if they are any where above 70psi they will burn up! The higher you get the more psi which means they cannot go any higher than 10 metres above the ground!
