Why and for Who does the public administration do what they do?

There is no such group. It is a descriptive term of whatever group the speaker is talking about. Presumably a government body, but not always. For instance, some cities *HIRE* administrators so they can fire them when anything embarrassing happens. I once knew a city administrator who turned to Amway because his job was so uncertain, and became a millionaire selling soap.
