Nathaniel Wenger first wrote, coined, and copyrighted civilocity in 2007 and later renamed it and redefined it wengerocracy a form of government where you watch the leader of your country the entire time that person is leading your country. The idea started out as a term he used in a book titled 'Trunks and Asses - the world of elephants and donkeys, republicans and democrats' to describe a government where the people watch the president of America the entire time that person was leading America. Nathaniel renamed and redefined civilocity 'wengerocracy' to make the idea universal and applied to all leaders of countries and not just the leader of America. Today, wengerocracy is known as a form of government where the people watch the ruler entirely amongst their reign.
