Depends on the circumstances, i.e. why you are being refused entry but it usually goes in this order: First you, then the deporting government (who will bill you) then your own government (who will bill you) then the airway company who are taking you (who will either bill you or sue you for the money THEN the deporting government for free in instances where it would be impossible or unprofitable to attempt to recover the costs.
Usually it is unusual for someone to purchase a one way ticket and certain countries accepting flights form other, certain, countries will refuse entry/visa unless the person has already purchased a return ticket (and has a miminum amount of cash on them at entry).
