Who is responsible for a child in school? And until what time?

If the school day finishes at a certain time, are the teaching staff responsible for them until that end time or until the child is discharged into the care of its parent or guardian?
EG:  A teacher said, "The school finishes at 3.30 and after that time, we are not responsible."  What is the legal standing please?  And if, due to unforeseen circumstances you are late in picking your child up, are the teachers responsible for the safety of the child until the parent/guardian can collect them?

normally the kids  if they are in a regular public school and school gets out some will go on the bus and others go to the office and wait on the parent to pick them up unless other arrangements have been made now the rules concerning this is up to the school
