C is not equivalent. All the others end up being located in the third quadrant, but c ends up in the first quadrant.
Start off by assigning a quadrant to the original line. I assigned Quadrant 2.
A: starts in Q2, flip across y makes it Q1, flip across x makes it Q4. 90` rotation makes it Q3.
B: starts in Q2, 90+180=270 degree rotation, ends up in Q3.
C: starts in Q2, flip across x makes it Q3, 90` turn makes it Q4. Reflection across x makes it Q1.
D: starts in Q2, 90` turn makes it Q3
Thus, C is different.
