If it is for a model, then paper and glue for paper mashe. Wood rods and wire mesh to build the landscape and then paints to do the base colours for the landscape. The paper mashe is used to cover the wiremesh, the wood is used to create hills etc by propping up the mesh. There are also a load of craft materials you can easily buy to create bushes, forests, roads, gravel embankments etc etc.
if you look up some images of model railways you'll get an idea of how it's done and there are also many websites that offer advice on building dioramas and landscapes for model railways. You don't have to have railways of course but the principle is the same. I've build several incorporating lego flat boards so my kids can build lego cities, etc in semirealistic surroundings.
