Which cuisine prepares the most spicy food?

There are several cuisines that use fairly hot chillies from Szechuan (Chinese) to Mexican. The hottest food I've eaten though is primarily from the south of India. If you get something made with naga chillies (bhut Jolokia or ghost chillies), that's about as hot as it's possible to get. There's a place near me that sells a naga curry. The general scale is:
Madras -> Vindaloo -> Phall -> Super Phall -> Naga
I actually thought I might die when I tried a Super Phall. The Naga was at least as bad, too.
