i want to give my dog and cats an air of grace and fashion

where is best place to buy capes for dogs and cats ? also is it ok to put balaclava on dog and cat if it is cold ?

I'm guessing you could use a child's cape to give your pets that chic look which always dazzles. As for the balaclava, they're probably the wrong shape unless you knit one yourself.

I've just realised I'd quite like to see a black cat in a red-lined Dracula cape.
