My boyfriend is still working on college and doesn't have his computer degree yet, so is there a job he can get in the mean time that will stimulate him without requiring a degree? He's working on it, but we still need income in the mean time.

Bottom line is that you can't, at least not with a reputable company. Basic entry level employment for that career path is a degree in the area of computer sciences and there are many degree courses related to that, you didn't specify which one your BF is on.
So, what's left? If he has an idea for a novel approach to something then he can approach a company with the idea, there are several companies that are willing to invest in new ideas if they are well presented. He can try working from home on micro projects. These are collaborative projects where people work towards a common goal an example would be the recent Star trek Axanar fan film where people with skills in CAD and CGI pooled their knowledge, time and energy to produce a short film.
Also a friend of mine who operates a small independent company has a long standing open agreement to provide employment to anyone who can convince him that they can do what they say they can, reagardless of qualifications. he currently has two coders working on advertising/art projects after they proved they could work FL studio and photoshop better than anyone else he employed.
So, he has three choices 1) wait until graduation and take what the market offers, 2) Sell himself now, prove that he can do what he says he can and convince employers that graduation is just a matter of time, employ him now! 3) Go self employed in his spare time and work on bit projects to build a reputation.
