It is not possible to know if what they said was true with the little information you gave us. Are your phones GSM (SIM card) or CDMA (no SIM card)? If your phones are CDMA, they are most likely not compatible with Russell communication network. If your phones are GSM, are they unlocked?

They should give you a phone with your contract. If they don't, go someplace else.
