I've got a slide show prepared to present to my parents to convince them to let me pierce my septum. So, I know how to ask. Just not when. It's my 15th birthday in January, and I don't know whether to ask for the piercing for my birthday, or to save up money from Christmas and birthday gifts (and a summer job that I'm not sure if I will get) and just use the presentation to ask for permission.
I've also got to take into account the fact that I won't be able to swim if I get pierced on or near my birthday (it's summer in Australia in January). This means that if I want it for my birthday, it might be more of a promise for later on than a gift. But it will be easier to just present the slideshow at a time where I can get the piercing.
