When putting in a hay field, is it better to kill the crab grass before or after seeding?

I hope by "seeding" you mean before the crabgrass goes to seed. It's important enough that some people plow and water and wait for the weeds to sprout, then plow the sprouts under and repeat that until they are sure all the weeds are dead.
