When purchasing clothes that are displayed on a hanger, is it included in the price?

some stores take the sale price off at the register some mostely are like that but then you have a few that will be in the sale price of the item your buying and it would be added to the sale price of the item on the hanger it will be already discounted which is still a good buy but it just depends on the retailer you go to and the company you are shopping at
