When people are married do they have to have a person like a minister to have them legally married?

i looked on every web site and all i found out is how be an ordain minister and i want to know my ? if we have to get married my someone that is certified to marry people

That depends on the custom of the place you live.
In my place we only need to be recognized by the Municipal Bureau of Civil Affairs。
