When is the brain fully mature and developed in an adult with FAS (fetal alcohol syndrome)?

In a "normal" adult, the brain reaches full maturity at the age of 25. I have mild FAS, and I'm 21 years old. What age will I be when my brain is reached maturity and is fully developed?
