When I start my pc in safe mod my internet connection is fine with 4 mb but in normal mod is not?

i thought it was a virus or malware but after i scaned and deleted them it still isnt fixed so yeah my internet connection is fine i tried even in another pc and in safe mod in my pc its just fine but when i bot it up in normal mod in my pc its not even near 4

go get you a 2 week trail of tuneup utilities you can bye a updated version of the tuneup utilities after you 2 week trial is cleared it should help you with your problems  it helps with alot of stuff  i would check it out
