When did the police start using zipties as restraints?

Details:

When did police start using cable ties/zip ties as restraints? I understand that the Ziptie was invented in 1958 for Electrical work, but when did the police start using them for restraining protestors etc.?

I understand that today, the police mostly use specially made plastic handcuffs, but they started off using electrical cable ties until companies started making actual specialist plastic handcuffs

When I was an officer, my department started using them in 1995--I hated them; preferred standard cuffs, but can understand why departments use them; easy to carry a lot of them; not as heavy as regular cuffs and cheap.

Did you use standard Zip Ties for Electrical Work, or were they specially made?.

Was 1995 when your Department started using them?.

I believe they were specially made and were sold from a police equipment company.
