Probably something to do with horses. Cornwall used to be very farming-orientated, didn't it, so it's probably a reference to farming in horse-drawn days. Maybe the flip has to do with the horse's tail?
Just to help you avoid awkward misunderstandings, it actually means 'at random times with no apparent pattern, probably just whenever he/she/it feels like it', not 'at every opportunity '.
