It's a children's game: Each time a ball is rolled, it goes left/right according to the first switch, then left/right according to the second, 4 switches in total, until it stops at a numbered slot 0-15.

Thanks Jewels. The game is was thinking about it meant for kids and is not chance game, but deterministic. There's one switch to release the ball, and then one switch to route it to either 0-7 or 8-15, then one switch to route it to 0-3,4-7,8-11,12-15 and so on.
