That does makes not any sense. Are you sure it’s not “ever”? "No peace treaty was ever signed"?
It's a mistake, and a very common one. The correct word is 'ever'.
The combination 'no' + 'ever' = 'never' but we don't say "A peace treaty was never signed." We emphasize "No peace treaty ..."
