The backstory is in my middle school days i was deemed as a troublemaker, though i wasn't, i was just misunderstood. One day my grandma pulled me aside and said during my senior year of high school she'd buy me any car i wanted if i got my act together and got good grades the entire time. Years later here i am, going to be a senior this year and all through high school i've been in the national honors society and have gotten many awards for my achievements. At this point in time i really need a car. I can't depend on my mom anymore and she won't let me take public transportation to get to where i need to be. My grandma is a honest person and i believed her when we made the deal, is it bad to depend on her to uphold her side of it? I'm sure she remembers the deal because she has the memory of an elephant, i don't want to ask her for it because it will make me seem rude. My birthday is coming up and that's when i want to get my car, should i not get my hopes up?

I would drop a few VERY SUBTLE hints about needing a car. I would also ask your parents to talk about you needing a car to your grandmother without mentioning your name. You might also want to explain your situation. You also will want to make sure that she is doing fine financially or you might be almost bankrupting her. Finally, be satisfied with what ever car you get. You just managed to save a ton of money either way. And to top it off, don't buy a new car. Buy one that's three years old. That will decrease the price of the average car by 10 grand.
